Dr. Joanne Rains Warner’s career as a nurse educator and administrator includes traditional academic and clinical appointments, as well as a range of non-traditional political and policy advocacy roles. She currently serves as Dean and Professor at the University of Portland. Each of her three degrees is in nursing: a baccalaureate from Augustana College in Sioux Falls, SD (1972); a master’s in medical-surgical nursing from the University of Iowa (1976); and a doctorate from Indiana University (1990). Her doctoral work combined her clinical specialty - community health nursing and health policy analysis.
Long-time national leadership with the Friends Committee on National Legislation (1988 to present) has provided significant engagement in legislative policy development and advocacy, and has given expression to her Quaker and community health values of peace and social justice. Electoral campaign management has been another application of her policy interests, including six successful local and state political campaigns, and participating/consulting in other elections. She was a finalist for the interdisciplinary Robert Wood Johnson Health Policy Fellowship in 2005. She delights in the scholarship of integration, focusing on political competence and socialization of health professionals into the political role; spirituality related to health and health professionals; and participatory action research within the community.
